1. Windows doesn’t come with build tools for qt and open source applications, therefore we need to download some packages and install them on windows to enable this functionality.
2.By following that thread, you will be able to set up a build environment under windows and compile a windows wallet for bitcoin-qt and it can be also used to build altcoin QT wallets as well.
Among the packages are the most common dependencies such as, db4.8, miniupnpc, boost libs, openssl, and QT among others.
All built under mingw running on any windows version, this has been tested with Windows 7, 8, and 10
